Ganna Krasnostup (Ukrainian: Ганна Миколаївна Красноступ, Ganna Mykolaivna Krasnostup; born November 30, 1981) is a Ukrainian lawyer and media expert.

Since September 2020, she has been Head of the Department of Information Policy and Information Security at the Ministry of Culture and Information Policy of Ukraine.[1]

Since 2021 - Representative of Ukraine in the Consultative Body of the Parties (Consultation of the Parties) to the Council of Europe Convention on Access to Official Documents (the Tromsø Convention). Since November 2021 - Vice-Chairman of the Consultation of the Parties.[2]

Since October 2023, she has been the national coordinator of the Council of Europe's five-year Campaign for the Safety of Journalists, Journalists Matter.[3]

She participated in the preparation of the Laws of Ukraine “On Access to Public Information”, “On Public Television and Radio Broadcasting of Ukraine”, and “On Media”.

PhD in Law (2009, National University of the State Tax Service of Ukraine).

  • 2001 - 2002 - legal counsel at Anna Ltd.
  • 2002 - 2004 - legal counsel at Information Security Center Ltd.
  • 2004 - graduated from the Faculty of Law of the Humanitarian University (Classic Private University now).
  • 2004 - 2005 - lawyer at Magnat Publishing House Ltd.
  • 2005 - 2010 - Chief Specialist of the Information Legislation Division of the Department of Social, Labor and Humanitarian Legislation of the Ministry of Justice of Ukraine.
  • 2009 - defended her PhD thesis in the specialty “12.00.07 - Administrative Law and Procedure; Financial Law; Information Law” on the topic: “Organizational and Legal Principles of Regulation of Public Relations in Relation to Computer Programs” [4].
  • 2010 - 2012 - Head of the Department of Legislative Work of the State Committee for Television and Radio Broadcasting of Ukraine.
  • 2012 - 2015 - Deputy Director of the Department of Information Policy - Head of the Department of Legislative Work of the State Committee for Television and Radio Broadcasting of Ukraine.
  • Since 2015, he has been a member of the Board of the NGO “Center for Democratic Reforms and Media.”
  • 2015 - 2018 - Deputy Head of the Department of Information Sphere Development and European Integration - Head of the Department of Legislative Work of the State Committee for Television and Radio Broadcasting of Ukraine.
  • 2018 - 2020 - Head of the Expert Group on the Organization of the Educational Process of the Directorate of Preschool and School Education of the Ministry of Education and Science of Ukraine.
  • Since September 2020 - Director of the Department of Information Policy and Information Security of the Ministry of Culture and Information Policy of Ukraine.
  • In 2020, she received her second higher education at the Taras Shevchenko National University of Kyiv with a degree in Public Administration and Management.
  • In 2021, Hanna Krasnostup was appointed as the representative of Ukraine to the Consultative Body of the Parties to the Council of Europe Convention on Access to Official Documents. Since November 2021, she has been elected Vice-Chairperson of the Consultation of the Parties.
  • In 2023, Hanna Krasnostup was appointed as the national coordinator of the Council of Europe's five-year campaign on the safety of journalists “Journalists matter”.
  • In 2024, she participated in the seminar “Media and Reality: Dimensions of Responsibility” at the Aspen Institute Kyiv.
